PROBLEM TO BE SOLVED: To achieve various direction effects rich in changes with the effects synchronized with reproduced music.

SOLUTION: A moving picture creation apparatus includes: a moving picture creation screen display means for displaying a moving picture creation screen in which a composition track for arranging data of musical materials, a photographic track for arranging photographic materials and a video effect track for applying a video effect to the photographic materials are respectively independently included along a time line; a synchronizing information detection means for detecting synchronizing information of music corresponding to the composition materials arranged on the composition track; and a moving picture creation means for adding the video effects arranged in the video track to the photographic materials and performing video effect processing synchronized with the synchronizing information of music corresponding to the composition materials to create a moving picture obtained by applying various production effects to the photographic materials synchronously with the music. Thus, the moving picture creation apparatus creates moving pictures obtained by applying various production effects to the photographic materials synchronously with music.
