PROBLEM TO BE SOLVED: To overcome the following problem that large construction costs area required due to a structural design having a sufficiently large safety factor for a seismic design based on design earthquake ground motion also in consideration of surface waves hard to separate from S-waves since the state of damage differs after a large earthquake and structures closer to the epicenter sustain larger damages in the case that a plurality of similar structures lie in a field. SOLUTION: Reflecting plates (13) are driven in from the vicinity of the upper surface of a subsurface layer (3) to the depth of the lower end of a footing (5) in the outer periphery of a group of structures (4), and wave-dissipating concrete blocks (12) made of concrete blocks such as tetrapods are piled up on the reflecting plates (13) to form a surface-wave bulwark against earthquake.
