PROBLEM TO BE SOLVED: To solve the problem that a sheet is broken in a straightening machine as a preceding apparatus of a heating device. SOLUTION: A rolling apparatus includes a rolling mill 2 for cold-rolling an electromagnetic steel sheet 9, a pay-off reel 1 for delivering a coil 8 to the rolling mill 2, and a straightening machine 5 arranged between the rolling mill 2 and the pay-off reel 1. A preliminary heating device 6 is provided on the pay-off reel 1, and a heating device 7 is provided in front of the rolling mill 2. The electromagnetic steel sheet 9 is preliminarily heated by the preliminary heating device 6 at the place of the pay-off reel and the coil 8 is heated by the heating device in front of the rolling mill. Thus, the electromagnetic steel sheet 9 passing through the straightening machine 5 installed on the forward side of the heating device 7 is heated in advance by the preliminary heating device 6, and a problem that the sheet is broken in the straightening machine 5 as a preceding apparatus of the heating device 7 can be solved.
