PROBLEM TO BE SOLVED: To provide a scrambling scheme for unifying all the signals of a satellite broadcasting system, including frame header, frame body and pilot symbols with a common reference phase. SOLUTION: A multiplexed data stream is encoded by using a forward error correcting code in ENCODE 206. After FEC encoding, functions of a number of transmitters 114 are actuated. The encoded data stream is mapped in a desired arrangement, namely, in BPSK, QPSK, 8PSK, 16APSK or 32APSK in MAP 208, and a physical layer (PL) is framed in FRAME 210. Framing of PL includes adding a frame header, selectively inserting a pilot symbol, and scrambling or randomizing a frame body.
