PROBLEM TO BE SOLVED: To provide an apparatus for treating muddy water and a method of reducing turbidity, capable of reducing turbidity of effluent at a low cost. SOLUTION: The apparatus 1 for treating muddy water includes a thickener 10 comprising an agitation tank 11, a water supply path 20 for transporting muddy water to the agitation tank 11, and a tank 30 for dissolving a polymer and storing a polymeric flocculant. A flocculant feed port 23 and a first feed port 24 of a polymeric flocculant are formed in the water supply path 20, and a second feed port of a polymeric flocculant is disposed in the agitation tank 11. The polymeric flocculant is fed into muddy water in two separate steps from the first feed port 24 of a polymeric flocculant and from the second feed port of a polymeric flocculant, respectively.
