<P>PROBLEM TO BE SOLVED: To exhaust toner in a toner container completely and to accurately detect that there is no toner in a developer container by replenishing a developer supply roller with the toner in an image forming apparatus having a developing device. <P>SOLUTION: The developing device includes the rotatable developer supply roller 2 provided in contact with a developing roller 1, having a foaming layer on its surface and supplying developer to the developing roller 1, and detects residual amount of toner in the developer container by detecting capacitance between the developing roller 1 and the supply roller 2.
