PROBLEM TO BE SOLVED: To provide a cleaning device included in an inkjet type image forming apparatus which forms an image by applying recording liquid such as ink to an intermediate transfer body by a head, and including a cleaning member for cleaning the intermediate transfer body and a cleaning means for satisfactorily cleaning the cleaning member by a new system, and the image forming apparatus having the same. SOLUTION: The cleaning device 40 includes the cleaning member 41 that abuts on the intermediate transfer body 37 to which the recording liquid is applied by the head, so as to clean the recording liquid on the intermediate transfer body 37, and an electrode for cleaning 42 to which voltage is applied between the intermediate transfer body 37 and the electrode 42, so as to clean the recording liquid removed from the intermediate transfer body 37 at least by the cleaning member 41 by electrolysis.
