PURPOSE: A waterproof film manufacturing device and method are provided to prevent damage to finishing concrete and shot concrete using a waterproof film. CONSTITUTION: A waterproof film manufacturing method is as follows. A waterproof film(102) is extruded and a non-woven sheet(109) is prepared. The waterproof film is extruded through a film forming device(103). The non-woven sheet which is drawn from a non-woven sheet roll(110) and is supplied to the waterproof film. The waterproof film and the non-woven sheet are connected to each other except for both edges through surface contacting, line contacting and a spot contacting method. The completed waterproof sheet is frozen. The frozen waterproof sheet is wound in a roll shape.
