Collecting electrode (5) is made in the form of rotation body and closes electrically insulated channels (4, 7) from above with its inner cavity. Metal base (9) closes electrically insulated channels (4, 7) from below, and the obtained pressurised volume is filled with gas (10) which has negative affinity to electron.
