PURPOSE: A system and method for conditional access to digital multimedia broadcasting are provided to efficiently support a service by enabling conditional broadcasting transmission. CONSTITUTION: A scrambler(100) generates a CW(Control Word) for scrambling input contents on a specific broadcasting service channel for each broadcasting provider, and performs the scrambling for the corresponding contents based on the generated CW. In addition, the scrambler requests from an integrated management server(200) the conditional reception setup information including an ECM(Entitlement Control Message) and an EMM(Entitlement Management Message) based on the generated CW and the service identification information for identifying the specific broadcasting service for each broadcasting provider.
