PROBLEM TO BE SOLVED: To provide a foamed decorative sheet excelling in surface strength and having a desired expansion ratio and to provide an unfoamed sheet for obtaining the foamed sheet. SOLUTION: The unfoamed sheet includes a resin layer containing a foaming agent, laminated on a base material. A resin component in the resin layer containing the foaming agent is a polymer obtained as at least one kind of monomer selected from a group comprising acrylic acid and methacrylate, and a tensile modulus of elasticity of the resin layer containing the foaming agent is 100-200 MPa.
