A soap dispenser and cleaning device includes a hollow soap reservoir having an end cap for refilling the reservoir with soap or other cleanser. A flexible neck is arranged at an end of the hollow soap reservoir opposite the end cap and includes a soap delivery channel arranged therein. A sponge holder head attaches to the flexible neck opposite the soap reservoir and includes at least one opening for delivering soap to a sponge attached thereto. The sponge is a resilient fluid communication sponge that delivers a cleanser to an item being washed.
