PROBLEM TO BE SOLVED: To provide a method for manufacturing a water-disintegrable sheet on which a chemical agent containing CMC is carried. SOLUTION: A method for manufacturing a water-disintegrable sheet includes a chemical agent-imparting step which imparts a chemical agent to continuous dry original paper delivered from a raw fabric roll, a drying step which dries the original paper having chemical agent imparted thereto, and a winding step which winds the dried original paper. The chemical agent-imparting step includes a roll transfer step which imparts a chemical agent having viscosity of 2,000-5,000 mPa s with respect to the continuous dry original paper conveyed by a back-up roller while being wound therearound by transfer facilities equipped with one press plate roller paired with one back-up roller, an anilox roller paired with the press plate roller having specifications in which the number of lines is 60-120 line/inch, and a cell capacity is 40-90 ml/m<SP>2</SP>and a doctor chamber or dip roller which applies the chemical agent to the anilox roller.
