PROBLEM TO BE SOLVED: To reduce the number of occurrence of master devices to which slave devices cannot be connected, in a network where devices are densely arranged in a comparatively narrow space. SOLUTION: The present hierarchy (a) in which itself is located, the number (b) of lower devices directly connected to itself are stored in a coordinator 1 and routers 2 (2-1 to 2-8). An end device 3 and the routers 2 are provided with access point device selection functions. For example, as a new device, an end device 3-1 is connected to tree structure. In this case, the end device 3-1 reads (a, b) from the routers 2-3 to 2-8 located in a communication zone of itself, makes the routers (2-4, 2-6 to 2-8) with b less than the maximum number Cm of network parameters and the fewest b candidates of an access point, and selects the router (router located in the shallowest hierarchy in the tree structure) 2-4 with the least (a) among the candidate routers of the access point to connect with the router 2-4.
