PROBLEM TO BE SOLVED: To provide a disaster prediction system, a disaster prediction method, and a disaster prediction program contributing to precise and early determination of a dangerous area in flood disaster. SOLUTION: The disaster prediction system includes: a measurement means measuring a soil water index; a storage means storing data on soil water index obtained by the measurement means; a calculation means performing the calculation on the basis of data on the soil water index; and a display means displaying the result of the calculation. The data on the soil water index for a designated area are collected from the measurement means. In the storage means, the data on the soil water index for each preset specific zone are accumulated for each unit time. In the calculation means, the risk degree of each zone for each unit time is calculated by performing calculation on the basis of the accumulated data on the soil water index.
