PROBLEM TO BE SOLVED: To provide a conductive water-based primer composition with which a coating film capable of covering either of a substrate surface formed by using an ABS resin as a main component and a substrate surface formed by using a PPE resin as a main component with an excellent adhesion property is formed, and to provide a primer coating film. SOLUTION: The conductive water-based primer composition includes: an aqueous styrene-(meth)acrylic copolymer (A); a modified polyolefin resin (B); and a conductive material (C), and the primer coating film is formed of the primer composition.
