PROBLEM TO BE SOLVED: To match a range available for radio communication with a range available for broadcasting. SOLUTION: A femtocell base station 1 includes a function for performing radio communication by a femtocell and a function for performing one segment broadcasting. In order to match a range of communication waves which are radio waves for performing radio communication by the femtocell with a range of broadcast waves which are radio waves for performing one segment broadcasting, the femtocell base station 1 adjusts the electric field strength of those radio waves according to control by a monitoring controller 11. A user of a mobile station 21 can specify a URL provided by the data broadcasting of area-one segment broadcasting to connect to a network via the femtocell without moving.
