PURPOSE: A cloth dryer having a flow amount regulating apparatus and a method for operating the same are provided to supply heated wind to a drum in a state that air flow is reduced in an initial stage of a drying process. CONSTITUTION: A drum(120) is installed inside a body(102) and allows the rotation thereof. A heater(140) heats the air supplied to the drum, and a ventilation fan(165) provides the power for the flow of the air. An inhalation duct(170) and an exhaust duct(190) guide the flow of the air. A flux adjustment unit(200) is installed inside the inhalation duct or the exhaust duct. The flux adjustment unit adjusts the flow of the inner air of the exhaust duct or the inhalation duct.
