<p><P>PROBLEM TO BE SOLVED: To reduce a data transfer amount between a buffer memory which stores compressed data of an image and a device which performs processing to a portion of the compressed data, and to perform flexible encoding when the compressed data are obtained. <P>SOLUTION: A compression part 122 divides an image picked up with an imaging sensor 110 and converted into digital data into a plurality of blocks to compress the image for every block. In that case, the image is compressed so that a code amount becomes around a target value by a variable length encoding system.
