<p><P>PROBLEM TO BE SOLVED: To provide an encoding system capable of multiplexing streams and flexibly extending and reducing a system. <P>SOLUTION: An encoder 2 is provided with: an encoding part 21 which encodes and multiplexes a video signal V2, an audio signal A2 and a data signal D2, each before encoding, to be provided to the encoder 2; a timer 22 which outputs clock information T2; a timer adjustment part 23 which adjusts the timer 22 so that the clock information T2 may be synchronized with clock information T1 in a multiplexed stream S1 to be output from an encoder 1; and a multiplexing part 24 which multiplexes the multiplexed stream S1, an encoded stream S21 to be output from the encoding part 21, and the clock information T2 to be output from the encoder 2.
