PROBLEM TO BE SOLVED: To provide an image attribute determination device or the like determining an attribute of an image with high accuracy. SOLUTION: A characteristic extraction part performs characteristic extraction image processing for extracting a characteristic of the object image indicated by a processing target image. An attribute determination part determines the attribute of the object image based on the object image and a post-change object image wherein a state of the object image is changed, which is indicated by an already processed image obtained by performing the characteristic extraction image processing to the processing target image.
