PROBLEM TO BE SOLVED: To provide an organic EL panel suppressing deterioration of appearance in an initial state, and also to provide a method for manufacturing the organic EL panel. SOLUTION: An organic EL panel is equipped with: first electrodes 2 formed on a support substrate 1 in a plurality of lines; second electrodes 6 formed in a plurality of lines to intersect perpendicularly with the first electrodes 2; an organic light-emitting layer formed between the first electrodes 2 and the second electrodes 6; an insulating film 3 formed to cover the first electrodes 2 and having a plurality of openings 3a for exposing a part of the first electrodes 2; barrier ribs 4 formed in a plurality of lines to intersect perpendicularly with the first electrodes 2 and dividing the second electrodes 6 into a plurality of sections; and a sealing member provided on the support substrate to cover in an airtight manner a light-emitting portion E comprising a part where each first electrode 2, the organic light-emitting layer and each second electrode 6 are laminated. The insulating film 3 is formed so that a width between adjacent openings 3a in the direction vertical to the barrier rib 4 is smaller than a width between adjacent openings 3a in the direction parallel to the barrier rib 4.
