PROBLEM TO BE SOLVED: To avoid error detection of an abnormality such as bringing in of a suspicious object even if a chair which exists in a monitored space in the first place is moved. SOLUTION: An abnormality detector: has a change region extraction means 41 extracting a change region by comparing an input image inputted from an imaging section 2 with a background image 30; has a tracking means 42 detecting a track 31 for every change region by carrying out tracking of the change region; has a region classification means 43 classifying the change region into a moving region and a still region by analyzing the track 31; has a derivation determination means 44 calculating a degree of separation between the moving region and the still region and then setting a derivation relationship between the moving region and the still region, for which the degree of separation that is less than a derivation determination value is calculated; and has an abnormality determination means 45 detecting a pair in the still region to which the derivation relationship is set for the same moving region, setting an abnormality candidate region excluding the pair in the still region and outputting an abnormal signal when the track 31 for the abnormality candidate region is detected by exceeding a prescribed point of time.
