PROBLEM TO BE SOLVED: To provide a heating toilet seat device capable of preventing the contact of a low temperature part of a toilet seat and the skin of a user in a sitting state and obtaining a comfortable sitting feeling. SOLUTION: The heating toilet seat device includes a toilet seat base material, a surface layer where a person sits, a heat insulating layer provided between the toilet seat base material and the surface layer, for suppressing the movement of heat from the surface layer to the toilet seat base material, and a heating portion for heating the surface layer. The heat insulating layer has an elastic support for securing an interval between the surface layer and the toilet base material and supporting the surface layer above the toilet seat base material. When a person sits on the surface layer, the support is changed, the surface layer in a sitting area where the body weight of the person is applied and the peripheral area of the sitting area is sunk down, and an interval between the surface layer in the sitting area and the peripheral area and the toilet seat base material is narrowed.
