<P>PROBLEM TO BE SOLVED: To provide a high electric power generation efficiency by carrying out sure reforming at the time of an FC system load following operation. <P>SOLUTION: Two or more (i) reforming methods are determined to calculate Fi<SP>R</SP>, an Fi<SB>DS</SB>at the time of P<SB>D</SB>≤Pi<SB>Mi</SB>is found when the "i" satisfying Fi<SP>R</SP>≥Fi<SB>min</SB>exists, Pi<SP>*</SP>=P<SB>D</SB>and Fi<SP>*</SP>=Fi<SB>DS</SB>are settled at the time of Fi<SB>DS</SB>≤Fi<SP>R</SP>, Pi<SP>*</SP>=(maximum value of Pi<SB>j</SB>) and F<SP>*</SP>=(Fi<SB>j</SB>corresponding to Pi<SP>*</SP>) are settled at the time of Fi<SB>DS</SB>>Fi<SP>R</SP>, when Pi<SB>j</SB>less than P<SB>D</SB>and corresponding to Fi<SB>j</SB>of Fi<SP>R</SP>or less exists, and Pi<SP>*</SP>=0 and F<SP>*</SP>=Fi<SP>R</SP>are settled when not existing; and Pi<SP>*</SP>=Pi<SB>Mi</SB>and Fi<SP>*</SP>=Fi<SB>Mi</SB>are settled at the time of Fi<SB>Mi</SB>≤Fi<SP>R</SP>, when P<SB>D</SB>>Pi<SB>Mi</SB>, and Pi<SP>*</SP>=(maximum value of Pi<SB>j</SB>corresponding to Fi<SB>j</SB>of Fi<SP>R</SP>or less) and Fi<SP>*</SP>=(Fi<SB>j</SB>corresponding to Pi<SP>*</SP>) are settled at the time of Fi<SB>Mi</SB>>Fi<SP>R</SP>. Pi<SP>*</SP>, the reforming method and Fi<SP>*</SP>concerned in the "i" bringing ηi corresponding to Pi<SP>*</SP>into maximum are adopted when the plurality of "i"s bringing Fi<SP>R</SP>≥Fi<SB>min</SB>exist.
