PROBLEM TO BE SOLVED: To provide a card forming device for automatically picking out defective cards. SOLUTION: A card is imaged at both sides by imaging means 15a, 15b, and a determining part 26 determines the card to be defective or non-defective from this card side information. When the card is determined to be defective, a defective card array address specifying part is notified thereof to specify the card array address of the defective card, and then a card placing destination instructing part is notified thereof. A card transfer means 20 instructed by the card placing destination instructing part sucks and lifts all cards from a card receiving tray 18 and stores all non-defective cards on a card stacking and storing site, and holds the defective cards sucked and stores the defective cards in a defective card stock 24.
