PROBLEM TO BE SOLVED: To provide a sequence controller using a case rule-based inference engine characterized by deductive inference to repeatedly continuously execute transition between object cases inside each agent case base based on a rule described therein to bring a state transition sequence of an agent acting in a certain environment forward. SOLUTION: The sequence controller includes a function represented by trigger acquisition integration, operation sequence control, and action arbitration of the competitive agents or the like by a method wherein the sequence of each agent is brought forward by inferring the action of whether each agent stops in each station, passes it, or waits in a virtual waiting place provided just before the station while dissolving stop instruction contention from a competitive station.
