PURPOSE: An apparatus and a method for manufacturing an embossing envelope are provided to manufacture embossing envelopes using pattern-free paper sheets at low cost. CONSTITUTION: An envelope manufacturing apparatus comprises a paper sheet feeding unit(20) in which a pattern-free roller is installed, a paper sheet drawing unit(30), a first adhesive coating unit(40) which continuously coats an adhesive on the edge of a side of a paper sheet which is continuously drawn out of the paper sheet drawing unit, a first cutting unit(50) which continuously forms cut and removed parts at regular intervals on both side edges of the paper sheet, a shaping unit(60) which consecutively forms incomplete document envelopes, a second adhesive coating unit(70) which coats an adhesive on the bottom sealed part connected to the top opening of an envelope, a second cutting unit(80) which cuts the boundary of the bottom sealed part straight, and a document envelope finishing unit(90) which seals the bottom sealed part.
