PROBLEM TO BE SOLVED: To provide an optical connector in which the degradation of an optical signal between a waveguide for optical signal transmission and the operation surface of a signal medium conversion element fixed on a waveguide-embedded board is suppressed, and to provide a method of manufacturing the optical connector. SOLUTION: The optical connector includes: the waveguide-embedded board where a first waveguide for optical signal transmission extended in parallel with a board surface is formed on the inner part of the board or on the surface of the board; an interposer which mounts a signal medium conversion element of charging conversion between an electric signal and an optical signal while directing the operation surface to the waveguide-embedded board and is fixed to the waveguide-embedded board; and a second waveguide which is made of photosetting material and which connects the operation surface of the signal medium conversion element with the first waveguide and performs transmission of optical signals between itself and the signal medium conversion element and between itself and the first waveguide.
