PURPOSE: A multi-cell communication system is provided to reduce calculation time for determining spectrum power by classifying a plurality of cells into a plurality of groups. CONSTITUTION: A base station determines the existence of serving target users(610). In case a candidate user group is set up in a sub frame, the base station sets up the candidate user group(620, 630). The base station performs spectrum power update and user scheduling in case spectrum power is varied in a current sub frame(640, 650). The base station transmits data(660).
