PURPOSE: A method for restricting usage of a text message while driving is provided to realize usage restriction of the text message by changing a program addition or portable telephone service management software. CONSTITUTION: A mobile phone calculates a mobile phone moving speed based on a GPS satellite receiving unit or a mobile phone BS(Base Station) information. If the calculated computed moving speed is over a walking speed, the portable telephone performs display or voice output of a warning message in using attempt of a SMS(Short Message Service). If a mobile phone user requests use authentication of a text message or a voice call even in a display of the warning message, the portable telephone permits the text message or the voice call.
