PROBLEM TO BE SOLVED: To provide a burner achieving higher combustion performance and a gas baking device including the burner. SOLUTION: The burner 1 includes: a slit part 21b constituting a mixed gas jetting part 2a jetting mixed gas of fuel and primary air; an inserted slit part 20a to which the slit part 21b is inserted and which constitutes a secondary air jetting part 2b jetting secondary air to a gap with the slit part 21b; and a pipe 20 having the inserted slit part 20a. The burner 1 further includes: a mixed gas ribbon 23 straightening the mixed gas within the mixed gas jetting part 2a; a secondary air ribbon 24 straightening the secondary air within the secondary air jetting part 2b; and a ribbon fixation means 25 fixing one or both of the mixed gas ribbon 23 and the secondary air ribbon 24 only to the slit part 21b.
