PROBLEM TO BE SOLVED: To provide a control device sufficiently lowering a real compression ratio in a compression process, reducing a pumping loss in an expansion process. SOLUTION: This control device for an internal combustion engine includes: an exhaust VEL 1 for variably controlling an operation angle of the exhaust valve of an internal combustion engine of a vehicle provided with an automatic transmission; an exhaust VTC 2 for variably controlling opening/closing timing; an intake VEL 3 for variably controlling an operation angle of an intake valve; and a VTC 4 for variably controlling the opening/closing timing. When a shift is switched from a D-range idle state to an N-range idle state to lower an engine load, the real compression ratio relative to the expansion ratio is lowered by the intake VEL 3, and while the valve opening timing of the exhaust valve is controlled to a direction for separating from a piston bottom dead center to a delay side by the exhaust VEL 1 and the exhaust VTC 2.
