<P>PROBLEM TO BE SOLVED: To optimize a delay time of the entire network by controlling a delay time between respective points. <P>SOLUTION: The video conference system 100 communicates videos or audios acquired with video conference terminals 110 of each of points A, B and C via a network NW, wherein the video conference terminals 110 acquire delay times Tab, Tac, Tbc about the communication among these points, respectively. Of the points, points which are performing communication are detected.
