A seat heating device is provided with: a cover which covers the seat from the rear side of the backrest of the seat to the bottom surface of the sitting section of the seat; and a flexible heat generation section which is provided to the rear surface of the cover at a position between the cover and the seat. The configuration enables a single heater section to heat by radiation the lower legs and feet of a rear seat occupant.
