PROBLEM TO BE SOLVED: To use an identifier used for obtaining a cutout point of a variable-length data fragment as an identifier of the data fragment. SOLUTION: A temporary chunk section setting part sets a start offset for taking out the data fragment from optional data and a temporary end offset indicating a temporary end position (steps 401, 402). An identifier generation part generates an identifier of a temporary data fragment with the data fragment in a zone up to the temporary end offset from the start offset on the optional data as the temporary data fragment (step 403). When a part or all values of the generated identifier of the temporary data fragment accords with a predetermined condition (step 406), a cutout point determination part determines the temporary end offset as an end offset for taking out the data fragment from the optional data with the start offset as a basis (step 409).
