Disclosed is a management server that is provided with: a receiving unit that, from each base station, receives information relating to communication terminals belonging to the aforementioned base station and relating to relay devices that relay communication of the aforementioned base station and the aforementioned communication terminals; a determination unit that, on the basis of the aforementioned information received from each of the aforementioned base stations by the aforementioned receiving unit, determines whether or not interference will arise between communication controlled by different base stations; and a base station management unit that designates interference avoidance control for at least one of the base stations that control the communication wherein it has been determined by the aforementioned determination unit that interference will arise.
