PURPOSE: A heating source device of a boiler using plasma and a heat exchanger using the same are provided to improve heat exchange efficiency by burning waste heat using plasma. CONSTITUTION: A heating source device of a boiler using plasma comprises a plasma housing(12) and an electrode member(16). Working gas(G) flows into the plasma housing. The plasma housing is connected to an anode power supply source. A fuel supply port(20) is formed in one side of the plasma housing, and a cooling water supply port(30) and a nozzle hole(14) are formed in the other side. The fuel supply port supplies waste oil. The cooling water supply port supplies cooling water. The nozzle hole emits a plasma current. The electrode member is connected to a cathode power supply source and generates pilot arc between the electrode member and the plasma housing.
