PURPOSE: A transparent conductive film and a touch panel having the same are provided to implement patterned transparent conductor layer insulation. CONSTITUTION: A transparent conductor layer(3) is formed on an undercoat by sputtering method. One or more undercoat layers(2) are formed at one side or both sides of a transparent film base(1). The transparent conductor layer is patterned by etching. The patterned transparent conductor layer is crystallized by annealing of the patterned transparent conductor layer. A non-pattern part has one or more undercoat layers.
