PROBLEM TO BE SOLVED: To provide: a broadcasting device for automatically optimizing volume broadcast; a broadcasting method; and a program. SOLUTION: When an input part 120 receives input of biological information, an authentication part 130 authenticates an operator on the basis of the biological information whose input has been received and biological information stored in a storage part 110. When the authentication is successful, a sound collection part 140 receives input of sound from outside to convert the received sound into a sound signal to be an electric signal, and a transmission part 150 carries out the radio transmission of the sound signal and volume information stored in the storage part 110 in association with the biological information whose authentication is successful into a sound output device.
