PROBLEM TO BE SOLVED: To provide an image forming apparatus, a program and a method which form an image without a feeling of wrongness and with a natural feeling of glossiness. SOLUTION: The image forming apparatus includes an image acquisition part for acquiring the image, a region specifying part which specifies a region to which glossiness is imparted among the images, a roughness detection part for detecting the surface roughness of a sheet of paper or the object in the region specified by the region specifying part, and an image formation part which prints the image on the printing paper and applies glossiness processing with the large surface roughness corresponding to the degree of the surface roughness detected by the roughness detection part is large to the region specified by the region specifying part.
