PROBLEM TO BE SOLVED: To replace a transmission line part with an ATM(Asynchronous Transfer Mode) network by using polling control for a procedure for data link establishment between a control station and plural slave stations through an ATM mode network between the control station and slave station. SOLUTION: To one control station 1, slave stations 2a to 2n are connected on a branch basis through an ATM network 3. A celling/decelling device 4 is provided between the ATM network 3 and control station 1 and celling/ decelling parts 5a to 5n are interposed between the ATM network 3 and slave stations 2a to 2n. When it is confirmed whether or not there are requests to send from the control station 1 to the slave stations 2a to 2n, a path for broadcasting communication is used in the ATM network 3 and when it is notified whether or not there are request to send from the terminals 2a to 2n to the control station 1 in response, on the other hand, point-to-point ATM paths are used respectively.
