PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of forming a high-quality image even for a recording medium absorptive or non-absorptive to ink, and to provide an image forming method. SOLUTION: When a first recording medium having a high absorptive property to the ink is used, after the image formed on an intermediate transferring belt 5 with liquid droplets is transferred on the first recording medium by a nip part N between the intermediate transferring belt 5 and a transferring roller 6, the first recording medium is conveyed to a paper discharging part through a first conveying path 14. When a second recording medium having a low absorptive property or a non-absorptive property to the ink is used, after a second recording medium is conveyed to a second conveying path 15 side, and the liquid droplets are directly delivered from a delivering head 2 on the second recording medium conveyed in a region opposing the delivering head 2 on the intermediate transferring belt 5 to form the image, the second recording medium is conveyed to the paper discharging part through the second conveying path 15.
