PROBLEM TO BE SOLVED: To provide a mobile communication system which can execute stable high rate communication without depending on moving speed of a mobile terminal. SOLUTION: In the mobile communication system which supports high rate communication, the moving speed of the mobile terminal is detected by a moving speed detection section, and a modulation system in a cell is determined based on results of detection. To a mobile terminal whose moving speed is slower than a specified value, a high bit rate modulation system is set to perform the high rate communication. To a mobile terminal whose moving speed is equal to or more than the specified value, a low bit rate modulation system is set, a communication range is expanded to reduce frequencies of handover, and communication interruption is prevented. In that case, the high rate communication is maintained by increasing assigned channels to compensate deterioration of communication rate by the low bit rate modulation system.
