PROBLEM TO BE SOLVED: To provide a weed-proof sheet which improves work efficiency in construction while obtaining stable weed-proof effect and flame-proof performance over a long period of time by applying the predetermined amount of a degradation preventing agent and a flame-proofing agent to both sides of a woven fabric. SOLUTION: The weed-proof sheet for preventing breeding of weeds from the ground surface such as a slope surface or a paved surface is formed by applying 94-96 wt.% of the degradation preventing agent and 6-4 wt.% of the flame-proofing agent to both sides of the woven fabric made of 100% polyester fiber with heat resisting performance. The degradation preventing agent contains 50 wt.% of water, 35 wt.% of paint and 15 wt.% of an adhesive. The degradation preventing agent and the flame-proofing agent are applied to both faces of the woven fabric by impregnating the woven fabric in a tank in which these agents are stored in a premixed state.
