PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor having an unprecedentedly ultrahigh withstand voltage characteristics. SOLUTION: By forming a negative-electrode conductive layer composed of a solid electrolyte, a metal deposition layer, a carbon electrode layer and the like only in the vicinity of a surface of a porous film of an anode composed with aluminum formed into a porous film layer, an oxide film in the height direction of the porous film can be used as a dielectric material, and the thickness of the porous film can be increased over the limit of a barrier film, whereby this solid electrolytic capacitor having an ultrahigh withstand voltage characteristic and also having a low ESR characteristic and high reliability can be provided.
