PROBLEM TO BE SOLVED: To allow priority control to function even if a radio terminal moves in a network including a plurality of communication management devices. SOLUTION: A radio terminal transmits terminal registration including a communication management device identifier and a band securing management device identifier to a relay unit, and also transmits first terminal registration of the radio terminal to a band securing management device specified by the band securing management device identifier when the relay unit receives the terminal registration. The band securing management device stores a relationship between the radio terminal and the relay unit on receiving first terminal registration, and transmits second terminal registration of the radio terminal to a communication management device specified by the communication management device identifier. The communication management device stores the relationship between the radio terminal and the band securing management device on receiving the second terminal registration.
