PROBLEM TO BE SOLVED: To provide a developing device that reduces such a malfunction that an amount of a developer supplied by a first conveying member carrier to a developer carrier becomes smaller at a downstream side in a conveying direction than an upstream side in the conveying direction when two conveying members conveying the developers in a longitudinal direction to form a circulation path are disposed opposite to the developer carrier and a developer regulation member is disposed below the developer carrier, and to provide a process cartridge and an image forming apparatus. SOLUTION: The developing device is equipped with a second developer regulation member 13k which regulates the amount of the developer that is supplied by the first conveying member 13b1 carried at the developer carrier 13a in a position between the developer carrier 13a and the first conveying member 13b1 and at an upstream side in the rotating direction of the developer carrier 13a from a position opposed to the developer regulation member 13c.
