PROBLEM TO BE SOLVED: To prevent a load from being concentrated on a line of a network, in particular, between a server and a video playback apparatus of a viewer, in a system for receiving the distribution of a video image over the network. SOLUTION: Even in content in which the time and date of regular provision to a viewer are determined, the content can be downloaded from a user beforehand. At that time, encrypted content is distributed, and when time and date allowed to view come, a key for decryption is requested from a video playback apparatus, and the decryption key is transmitted to the video playback apparatus by a content distribution server that provides content. In the video playback apparatus, encrypted content can be decrypted by the decryption key and played back. Furthermore, when the user downloads content beforehand, a reduced fare is applied.
