PURPOSE: A variable passive device capable of tuning inductance and capacitance simultaneously is provided to reduce the manufacturing cost by minimizing the required area by changing the inductance and the capacitance simultaneously as one element. CONSTITUTION: A solenoid-type inductor(910) is formed on an insulating substrate(900). A fixed comb-typed electrode part(920) is formed on the insulating substrate. A flow comb-typed electrode part(930) is formed between the solenoid-type inductor and the fixed comb-typed electrode part. The flow comb-typed electrode part comprises a plurality of first flow comb-typed electrodes(931a), a plurality of second flow comb-typed electrodes(931b), and an elastic member.
